In recent years, remittances from the Liberian diaspora have become a vital source of economic stability often surpassing foreign aid as a key driver of household income and resilience. Yet, while remittances provide immediate relief, their full investment potential remains largely untapped.
The Liberia Diaspora Investment Study (2025) is designed to assess existing investment behaviors, identify challenges and opportunities, and recommend actionable pathways to mobilize diaspora capital in ways that align with the ARREST Agenda for Inclusive Development (2025–2029) and the UN Sustainable Development Goals (SDGs).
By combining policy analysis, financial mapping, and stakeholder engagement, the study will offer a roadmap for building trust, facilitating access, and encouraging structured investment participation among Liberians abroad.
TO GENERATE EVIDENCE, PROMOTE ENGAGEMENT, AND INFORM REFORMS
The study’s primary objectives are to generate evidence, promote engagement, and inform reforms that strengthen diaspora-led investment in Liberia.
Analyze trends in remittances, business ventures, and philanthropic contributions from Liberians abroad.
Review current financial, regulatory, and policy conditions that influence investment.
Examine systemic gaps, such as information access, infrastructure, and banking systems.
Evaluate models such as diaspora bonds, cooperative funds, and SME partnerships.
Each objective is guided by principles of gender responsiveness, conflict sensitivity, and climate resilience.
⚊ IMPLEMENTED THROUGH A PARTICIPATORY, EVIDENCE-BASED APPROACH
The study will be implemented through a participatory, evidence-based approach over a 45-working-day period. It combines desk research, data analysis, and engagement with diaspora and national stakeholders.
Conduct literature review, stakeholder mapping, and validation of methodology. Produce the Inception Report.
Gather quantitative and qualitative data through surveys, interviews, and consultations with key partners. Prepare the Draft Analysis and Roadmap Report.
Present findings to the Diaspora Engagement Taskforce (DETF) and incorporate feedback from stakeholders into the Final Report and presentation.
This phased design ensures collaboration, transparency, and practical implementation of recommendations.
